From what i know, the above resolutions refer to bulk procurements of POL which i think the senate (?) is not a qualified agency to use the index based pricing - which are the coverage of the said reso.

as to the application of price escalation, it can only be done under extraordinary circumstances (GPPB reso 01-2004). If what you just mentioned pertains to some guideline or opinion of the gppb on the procurement of POL hope you can provide us with the details. That would be very helpful

Like I said the procurement of POL in Bulk is under the resolutions that I gave.
POL procurement sold at pump price is covered by the regular Procurement (bidding or alternative mode) no other guidelines on POL is issued.
Usually the prices changes and you can use the price escalation guidelines during contract implementation subject to GPPB approval.

I repeat no other POL guidelines is issued other than the POL procurement in Bulk.

wala pong portal na ganun eh. Kung under mangaement siguro ng government ung petron baka pwede.

Yung first two, malabo talaga kasi nasa "policy making body" yun. But I can present myself as a volunteer.... may background naman ako sa nuclear physics, quantum at relativistic mechanics (E=mc^2) .
