This circular 2009-002 dated May 18, 2009 will take effect on July 1, 2009. My concern will this not affect the new draft GPRA IRR? Example the PBD's General condition of Contract, Special condition of Contract, etc. the likes of Deliveries and Payments.

Good Day.....We just attended a forum for our province regarding COA circular 02-2009 on the pre-audit , pre-audit are on some transactions as specified in the circular it would be safe for us to have this so we will avoid AOMs , submission of the documents is after the contract had been singed so we already issued NOA and NTP , we will jsut wait for the response of the COA before paying the transactions. Let us just wait for the implementation we cannot see or encounter any constraints as of now...
This will be a good discussion in the forum if there will be conflicts on RZ 9184 ...since the One IRR is still not yet signed then we concentrate on the current

I was able to share this info to my former colleagues from COA, and according to them, effectivity will be on July 01, 2009, But the implementation will be deferred temporarily until further notice. (reason COA Auditors will attend seminars and discuss issues/matters re:COA circular 2009-002 dated May 18, 2009).

I've learned yesterday from my colleagues that pre-audit will be definitely implemented on August 1, 2009. I think it will be safer for BAC and other committees if this will be implemented.

Not only the BAC but also Finance office/Accounting Department would benefit from it. But most of all its the government that will stand to gain more.

Folks, this had been amended twice since it was published in COA website. Pls. check . The latest amendment was dated June 26, 2009. It pertains to deferment of implementation from July 1, 2009 to Aug. 1, 2009.

Is this amendment also published in the COA website? Please provide link on this.

Sir, this circular is not yet posted in the COA Website but COAns are dessiminating it (COA Circular No. 2009-004 dated June 26, 2009) since yesterday. What is amended thereto is only Section 13.0 Effectivity - "This circular shall take effect on August 1,2009" and nothing more.

Thanks. We in the LGU rely on the web for recent issuances. We seldom hear from "snail mails" and faxes.
