LGU Procurement Manual Continuum
After the wait, and the numerous requests, we have the LGU Manual (at last!). But wait, the requests kept on coming.
1. Translate the Manual on local dialects (Tagalog, Cebuano, etc.)
2. Procurement Manual for Barangays
We leave request #1 above and we proceed for the meantime to #2. This seemed to be a complication in the Local Government Code. While the law speaks clearly of itself, a CONTINUUM may need to be introduced. A CONTINUUM MANUAL among the National Government, Local Government, and the Barangay System may be necessary to clarify issues on GPRA and what makes the other differ from the rest (in commentary format). This shall take into consideration the independecies and dependencies of each system to the entire application of law. (Ex. the policies of National required for LGU procurement, or an incapable barangay system depending on the LGU to procure, etc.)
Hope I have delivered my idea clearly (gasp!).
