renewal of service of consultants

this is urgent pls pls. co-posters:

our agency had been hiring consultants to help in the projects/programs of the agency (in celebration of its centennial). in view of the urgency of the event, various consultants were hired without the benefit of public bidding. the contract even states that they receive a certain amount as salary for their service. at first the contract was for the duration of 6 months RENEWABLE. to fix the failure to conduct public bidding, IS IT OKAY TO LETTHE BAC MAKE A RESOLUTION HIRING THE CONSULTANT BASED ON TRUST AND CONFIDENCE?

Another scenario is, when the scope and value of works of consultant in the original contract were expended to meet upgraded requirements of the agency, IS THERE A NECESSITY TO AMEND THE ORIGINAL CONTRACT OR JUST A SUPPLEMENTAL CONTRACT? The original contract was awarded thru TRUST AND CONFIDENCE-

Procurement may be done through the recommendation of the BAC to the HOPE by competitive bidding or alternative modes, procurement of goods, consultant services or infrastructures by other means except in cases of foreign grants is in violation of the RA 9184.

Supplemental/Bid Bulletins may be issued upon the procuring entity’s initiative
for purposes of clarifying or modifying any provision of the Bidding Documents
at least seven (7) calendar days before the deadline for the submission and
receipt of bids. Any modification to the Bidding Documents shall be identified as
an amendment
