Request for Quotation
On the sample form, the signatory in the request for quotation is the Procurement Officer. in our practice, the BAC Chair sign the requests for quotation since the manual for LGUs states that "For Shopping under Section 52 (b) of the IRR-A, the BAC, through the BAC
Secretariat, issues Requests for Quotation to at least three (3) suppliers in good
standing." Should the secretariat sign the requests for quotations???

Please be reminded that both sample forms and the LGU manual are referring to IRR-A which was already amended by the Revised IRR. In addition, the GPPB issued guidelines on Shopping and Small Value Procurement last December 2009. To me, it is always substance over form. But whoever signs the RFQ must be duly authorized by the HOPE.

For us GOCCs its the BAC chairman who normally sign this RFQ, so in the event any request for clarification in the bids can be directed to the BAC. :bounce:Hope this would be of help.

The purpose of having a BAC and HOPE is for check and balances, if the BAC Chair will be the approving or duly authorized representative of the HOPE then there will be violation of the principle on check and balances. The duly authorized representative must be other than BAC members.

12.1. The BAC shall have the following functions: (j) recommend award of contracts to the Head of the Procuring Entity or his duly authorized representative:
There is no direct provision in the revised IRR pertaining to the person who has authority to sign the RPQ however the above provisions, we could assume that generally the BAC is responsible with all procurement. and Second the BAC only has the power to recommend.

As i understand po kase, before you can recommend award, just like with the comp. public bidding, you should determine who has the lowest and most responsive bid. in case of shopping, the bac should request for quotations and recommend the supplier with the lowest quotation. that's why, in our case, we prepare abstract of quotations duly signed by the BAC (chair and members.)

You have a point there Bernadette. We should take note that the check and balance required here is that the recommending should not be the approving official. In the case of the RFQ, it is only a request for quotation which is similar to an invitation to bid (which is signed by the BAC Chair). While the IRR has been revised which would necessitate corresponding revisions in the GPM, we cant be sure yet if this particular procedure will be revised considering that the IRR revisions did not alter the basic premise of the check and balance.
I have been searching for a standard form for the RFQ taking into account the revisions under res 09-2009 with no luck as yet. In the meantime i think we could use the signatories as prescribed under the GPM

I will just be sharing our ideas here and on some roll out seminars conducted by the accredited Regional Trainers din....
May I ask do you have a procuring unit (GSD/GSO)?
Basta Shopping/SVP there are new guidelines and threshold based on the Revised IRR as you guide.
Basically some of the functions stipulated on RA 9184 is under this department and in our case I take my stand to avoid confusions and miscommunication on other units/departments and work well for us...in addition I don't receive AOMs particularly on procurement related transactions....
I always browse opinions of fellow forum members ....
ang importante sa atin mga LGU walang natatapakan at di nilampas sa unit or work ng iba.....

For msm326. Yes po, we have GSO. Actually po we have 2 procurement units. our lce created another procurement unit for infra projects since our gso is overload with other procurements and our lce needs immediate action esp. on infra projects.

Insofar as the RFQ I just modified our existing form in the meantime and incorporated all the suggestion in the guidelined for SVP.
