Question on DILG Memorandum Circular 2010-83

DILG Secretary JESSE M. ROBREDO issued DILG MC No. 2010-83 for full disclosure of local budget and finances, and bids and public offerings.

However, my question was on the "Roles of Local Chief Executive" particularly No.12 which required posting of ABSTRACT OF BIDS AS CALCULATED which I do not find any legal basis nor immediate significance as far as transparency in procurement is concerned. It will cast out certain problems later because if the Abstract is posted, it may create misconception that the CB will be awarded. On the contrary, this will still be subject for post-qualification which may even result to failure of bidding later on (if nobody passed PQ).

I think it should be better that instead of the Abstract, the Procurement Monitoring Report (PMR) be posted.

Anyone from DILG here? Smile

Aside from the certainty that award will be made, as you have posted Sir engrjhes, the abstract does not contain definite data/information. After Post-Qual, their will be changes in the data; from who is the LCB to who is the LCRB.
