Inspection/Inspectorate Committee

Good Day! Help lang po if there is a basis for creation of Inspection/Inspectorate Committee, any ruling/law and mandate for its creation and its honorarium. Salamat po!

The Head of the Agency is authorized to create or designate inpection committee/team in the exigency of the service. As to the grant of honorarium to this Committee, are your referring to the BAC honorarium? If yes, then under the DBM Circular No. 2004-5 as amended by BC No. 2007-3 dated Dec. 2007, only BAC members, BAC Secretariat and TWG are entitled. Inspection Committee created are not part of the BAC.

Welcome wenn101 to the Forum. The source or the basis for the creation of Inspection Committee is Section 27 of Presidential Decree 898. The law mandated agency heads to install, implement and monitor a sound system of Internal Control. In pursuance of that mandate, the Commission On Audit came up with COA Circular No.77-48 sometime in 1977. One of the provisions of the Circular is the creation by the Head of the Agency of an Internal Control system which shall monitor the internal control system of the agency in relation to the proper functioning of controls over its resources and the effective protection and use of its assets. It is because of this mandate that agencies saw the need for the creation of a committee primarily to perform such functions. Wenn, this is the only info that I can give you. But you can start from the decrees and COA Circulars if you want to dig deeper. As to the honorarium,nada, as that falls under your other related functions in your job description.

you can always ask for assistance with your COA resident auditor. I believe your concern can be look for on these reference manuals, the "GAAM" or the "COA Manual on Property and Supply Management System". bounce

Excerpts from NATIONAL BUDGET MEMORANDUM No. 105
xxxx
2.7 Honoraria
Honoraria shall be paid to the following personnel subject to the
guidelines issued by the DBM:
2.7.1 Teaching personnel of the DepEd, Technical Education and
Skills Development Authority, State Universities and
Colleges, and other educational institutions engaged in
actual classroom teaching whose teaching load is outside
the regular office hours and/or in excess of the regular
teaching load;
2.7.2 Those who act as lecturers, resource persons, coordinators,
and facilitators in seminars, training programs, workshops,
and other similar activities conducted by other agencies;
2.7.3 Chairs and members of Commissions/Boards/Councils and
other similar entities who are neither paid salaries nor per
diems but compensated in the form of honoraria as
provided by law, rules, and regulations;
2.7.4 Those involved in science and technological activities who
render services beyond their regular workload;
2.7.5 Officials and employees assigned to special projects
provided that:
2.7.5.1 Said special projects are reform-oriented or
developmental, contribute to the improvement of
service delivery and enhancement of the
performance of the core functions of the agency
and have specific timeframes and deliveries for
accomplishing objectives and milestones set by
the agency for the year; and
2.7.5.2 Such assignment entails rendition of work in addition to, or over and above, their regular workload.
The rates of honoraria shall depend on the level of responsibilities, nature of work rendered, and extent of individual contribution to produce the desired outputs. The total honoraria received from all special projects shall not exceed 25% of the annual basic salary.

To date, I dont know of any circular/guidelines/memo etc. that will allow the payment of honorarium to members of the "Inspection committee". However section 2.7.5.2 (Bold underline text) includes the guidelines for payment of Honorarium to members of the BAC,TWG and members of the BAC Secretariat, provided certain conditions have to be complied. my take on this thread. For us here way downsouth, we have our own In-house "Inspection Team". For your information, since honorarium is not possible, we do provide them (Inspection team) assistance in form of Tranportation/gasoline allowance. Although the amount given is not that much, but its well better off than nothing. Maybe you agency could adopt the same, if budget permits
