Mandatory use of PBDs

Hello everyone!

My concern mainly centers on the use of the Philippine Bidding Documents.

As we all know, the GPPB issued Resolution No. 10-2005 which approved and adopted the PBDs and specified its mandatory use by all procuring entities. Notwithstanding this, there are still some agencies which adamantly refuse to adopt the same, or otherwise adopt some of its provision while foregoing some which they deem unimportant.

In this regard, is there any other way the GPPB can enforce the use of the PBDs? Aside from achieving the standardization of the procurement process, enforcing its use will protect the interest of all procuring entities and bidders as well, insofar as apprising them of their respective obligations under a procurement contract.

Can you cite what particular non-uniformity in PBD's are usually committed by procuring entities based on your observation?
