Non-Submission of Bid Bulletin

I am a liaison of a construction firm in Bicol, I just would like to know if ever we does not attached the Bid Bulletin in our technical documents, could it be a ground for our disqualification?

not attaching the bid bulletins in the bid may not be a ground for disqualification but failure to comply with any amendments provided therein could be. what im saying is that the supplier could not use as an excuse that he was not aware of the amendments if any, for not complying with the requirements
