Observation. why limit only to procurement officials? and its very specific. Discrimination?whats wrong having Stock Ownership Plan.

The question need not be answered and the topic is as old as Adam and Eve. The topic has been discussed evers since; solutions have been suggested, implemented; and many of the solutions were implemented but never sustained. Now, we have RA 9184.The GPRA is here to stay as it has become a law. Let us give the law a chance to prove its worth by giving it the needed push in order that it will succeed. Executive Orders, Administrative Orders and the like have been laid down but, alas; they all failed. The GPRA might not be the panacea for all the ills that besets the government, but it is our last chance. If it will not succeed, my last option is to migrate to Timbukto.
