availability of bid documents

A simple document can be scanned and save as PDF file for the suppliers to view it in a matter of minutes. However, why is it that many requesting government offices still has this PICK UP comment in PHILGEPS website?

Do you mean we have to travel as far as Negros City (coming from Manila)? Or is it only for those supplier's which is around the area? hehehe.. just only asking.. peace to all.

Actually there are two types of documents.
First is the Electronic type documents as prospective bidder you will be allowed to download or open the document.
The second type of documents is the Non-Electronic form. For Non-electronic document data includes the date availability of the associated components of Bid Documents, contact person of the PE, the address of the PE and other set of special instructions will serve as the guide for the bidder. I believe your concern is with the non electronic form type of documents examples is the CDs or Blueprints etc. which could not be uploaded in the PHILGEPS website. So the PE can send it thru courier at the convience of the bidder or for pick up by the bidder.

Thanks for your reply.

My concern is all about the full details of what kind of product item they specifically requires. Skip info that are non~product related.

In other places, bids can now be submitted electronically.

Skipping your first concern, may we know the PEs you now that already accept bids electronically? Kasi up to now, the PhilGEPS is yet to release that feature by 2nd quarter of next year... Smile

Ok. I'll presume na you mean 'other countries' and not a Procuring Entity elsewhere sa Pinas.

the PE that posted procurement advertisements in the PhilGEPS should have included with their electronic attachment the following:
1. Bidding Documents (Invitation to Bid, Instruction to Bidders, etc.)
2. Detailed Product Specifications; and,
3. Detailed quantities and schedule of requirements.


We use non-electronic attachments on files and other concerns that cannot be converted electronically such as but not limited to:
1. Not so common files (*.dwg, *.std, etc.) that cannot be accepted by PhilGEPS as electronic attachments;
2. Prototypes;
3. Color swatches; and,
4. Hard copies which are unable to be scanned (if the agency still has no scanner, document too big to be scanned, or no one knows how to scan Smile )

Unfortunately, some PEs deliberately use non-electronic attachments to discourage participation and to hide the procurement details. Sad

Perhaps you're right and true. They wanted only to discourage non-friends suppliers from participating in the process.

Now this is I what call AVAILABILITY OF BID DOCUMENTS from our local PE's.

A simple description of product they require, typed or handwritten on a paper; scanned and converted in a picture file or PDF instead of putting PICK UP. If they don't now how to scan/pdf file at they should know of taking pictures and save it as a picture file; its almost the same. Sleep Mad

Are documents related to product specifications for projects only available to interested parties if they pay for it? If so why are they not freely available to the public (for download from PhilGEPS)?

Bidding documents shall be made available to anyone downloading from the PhilGEPS or website of Procuring Entity. Payment shall only be required should the interested bidder shall submit their bids.

17.5. The procuring entity shall also post the Bidding Documents at its website and at the
PhilGEPS website from the time that the Invitation to Bid/Request for Expression of
Interest is advertised. Prospective bidders may download the Bidding Documents
from any of the said websites; Provided that, bidders shall pay the fee for the
Bidding Documents upon submission of their Bids.
Technical Specifications form part of the Bidding Documents, thus should be uploaded just the same.
