Contract Signing for Infra, ITB Section 31.4(g)

Post by riddler on Sat Nov 20, 2010 11:22 am

Very Happy scratch
BDS 31.4(g) :

List additional contract documents relevant to the Project that may be required by existing laws and/or the Procuring Entity, such as construction schedule and S-curve, manpower schedule, construction methods, equipment utilization schedule, construction safety and health program approved by the Department of Labor and Employment, and PERT/CPM.

Does the above mentioned requirements shall be submitted by the Bidder within 10 days up to the contract signing?
methinks, that the 10 day period of submission by the bidder (ITB 31) is too short for large and complex projects (e.g. multi-function/complex buildings, large road projects, etc.). Cool scratch

mesuggest, that the submission of the above-mentioned documents shall be included in the financial proposal. bounce

When bids are prepared, construction schedule and S-curve, manpower schedule, construction methods, equipment utilization schedule, construction safety and health program approved by the Department of Labor and Employment, and PERT/CPM may be prepared together (in fact, under IRR-A, these are submitted together with the technical proposal) with the bid proposal.

Just like post-qual documents (which is required to be submitted w/in 3 calendar days after notification of LCB), it needs to be prepared in advance .Smile

yes engrjhez you are correct, Very Happy under IRR-A those documents need to be submitted together with the tech proposal. However following your reply, you agree that these docs shall be submitted before the Contract Signing under the new IRR. meaning to say, the action shall take place after the LCRB and Award has been determined and recommended by the BAC. However, these would be difficult for the Contracting party to prepare the above mentioned documents in such a tight 10 day period. (referring to complex projects) Very Happy
