infra or goods/services?

our agency plans to implement a pipe laying project this year. however, the materials for this project were already at hand, hence, what will be up for bidding is pure labor. where does this fall?

Gud am, even if the materials are at hand, you have to thoroughly determine where the nature of work will fall..

please refer to GPPB Resolutions for labor ...there are various cases where the amount of your project will fall into .
Or it could be by administration then there will be different documentation for the purpose

Pipe laying requires technical skills and a lot of engineering preparations prior to actual implementation. Thus this will definitely fall under Procurement of Works (Civil Works, that is) even when there are no materials to be bid. Smile

We will be procuring ground maintenance services including street sweeping, garbage collection and disposal. In my understanding, the project should fall under Goods and Services considering that there are no civil, electrical, mechanical works involved. However, some of the members of the management believe that procurement of the project should be conducted by the BAC for Engineering Services for the reason that the budget came from our annual Repair and Maintenance Fund which is delegated to our Engineering office.

Please guide us in deciding of which BAC should do the procurement. Engineering or Goods/Services?

Another thing po.. Is it necessary to require PCAB license?

Based on the foregoing, I see only Goods(General Support Service) and not Infra or Civil Works. The source of fund does not dictate the mode of procurement.

Since I believe it is under Goods, a PCAB license is not required. Smile
