DBM allows agencies to procure without approved ABM

MANILA, Philippines – The Department of Budget and Management (DBM) has authorized agencies to undertake procurement activities and incur overdrafts in obligations of items chargeable against allotments to be comprehensively released though their Agency Budget Matrices (ABMs), pending their issuance on or before January 31.
