cancellation of invitation to bid

Pls help me. Is it possible to cancel the invitation to bid due to some changes in the program of work (POW). What are the possible reasons that might lead to cancellation of the POW. Is there any violation against it. Thank you very much

It is not only possible but it is the only next thing you can do with it(POW). If the same ABC applies and the general working title is not conflicting, you need not cancel the Invitation to Bid, but you may ask the BAC to issue a Bid Bulletin correcting the POW. Smile

Under Section 41(b), Reservation Clause, the HOPE can cancel the bidding activity. In your case, it is beter that you reflect the changes in the POW before you post your Invitation To Bid, rather than correcting yourself in midistream.

If we cancelled already the posting of invitation to bid what shall we do now. Can we still correct it.

This is the reason why procuring entities invoke the Reservation Clause in order to buy time to correct any discrepancyWhat you should do now is to correct any of the documents you deemed to contain wrong or erroneous information. After Which, you can start with the procurement process.

May I ask, if the ITB was posted in the PHILGEPS website? If so, I dont think the system will allow to cancel its bid notice (for active Bid), the only logical thing to do is to issue supplemental Bulletin notice covering the changes made to the POW. My take on this topic, Hope it might be of help.. bounce

Only bid notices "in-preparation" and "pending" can be modified. Once we choose to "fail", "cancel" or "award" a bid notice (after it became active until it closed), it cannot be reversed (or returned to draft again for editing). Hence, the next logical step is for you to post another bid notice containing the corrected details.

Modification of technical specification

Good day. I hope you can help us on this. We have a scheduled bidding this month but we postponed the pre-bid conference a day before because we have some discussions we cannot resolve pertaining to the specification of the equipment. We posted in philgeps the approved standard technical specification by the NAPOLCOM together with the additional features being required by the end-user. All items to be procured by the PNP should have an approved NAPOLCOM specification, however, some of these approved technical specifications are already out-dated and it will take several months or years in order for NAPOLCOM to approve the new specifications. The additional features we posted in philgeps are improved version of the equipment due to technological advancement. However, the additional features are over and above the approved NAPOLCOM specifications which might be questioned. Can we cancel our invitation to bid in order for us to downgrade the specifications back to the original approved NAPOLCOM specifications? What are the legal remedies we should undertake so that we can post the Invitation to Bid with corrected specifications? Thank you very much.
