Appropriation Ordinance Before Posting - Manadatory or Not?

Post by engrjhez® on Wed Mar 02, 2011 12:35 pm

A question from LGU Sector:

anonymous wrote:Do we nid an appropriation ordinance b4 posting?

I presume posting refers to the advertisement of the bid notice which marks the beginning of the procurement process.

What do you think? Smile

I think he is referring to the DILG MC 201083, entitled Full Disclosure of Local Budget and Finances and BIDS and Public Offering dated January 12, 2011.

Before any opportunities be approved, it should be in the PPMP and APP which is a basis in the formulation of the budget for each units/offices/departments for LGUs, thus , any before any procurement be undertaken it should be within the budget approved for the current year.

Yes there was a GPPB issuance but it only applies to LGUs as implementing agencies (funding source from National Gov't). If it is from local or other funding source, the guidelines will not apply. Smile
