ITB format

The Philippine Bidding Documents (Dec 2010) provide a format for Invitation to Bid. Is compliance with the format mandatory or is it just a guide in our ITB? Can we deviate from the said format as long as all matters are included? Thanks. Smile

If you will post in the PHILGEPS website, there are fields or basic data information that needs to be provided by your agency. I believe you cannot make your own format, except those that is mandatory requirements in the notice creation, example, type of notice being publish, the advertising period, closing date and time, delivery period, procuring entity contact numbers,the approved budget for the contract etc. bounce

Invitation to Bid (IB) as well as all other sections of the bidding documents are "prescribed" by the GPPB and not just "sample" forms. If it is prescribed, then we are bound to comply without further modifications. Smile

The format of the Invitation to Bid in the PBDs should be adopted when you prepare your bidding documents. (The Invitation to Bid will form part of your bid docs.)

However, for purposes of advertisement in a newspapers, you may not adopt the standard form, considering that it will be costly for the procuring entity, and instead select the most important components of the invitation, such as the nature/description of the project, the ABC, the eligibility criteria, date/time/place for pre-bid conference (if any), bid submission, the contact persons, and the reservation clause. Of course, if you advertising cost is not a concern, it is always best to adopt also the standard format in your advertisement.

As far as posting in PhilGEPS and agency website is concerned, the standard format should be followed as well.
