Who will handle the procurement and the procurement docs?? the Supply Officer or the BAC Secretariat??

Good Day Everyone!! I have some clarifications lang.pinagtatalunan kasi here sa amin if sino ang hahawak ng mga docs for procurement i.e. Purchase Request, Canvass Form, PO and others..and who will transact sa mga suppliers/bidders.Is it the Supply Officer or the BAC??its an issue talaga here..Thanks..
One more thing, Kindly enumerate the duties and functions of the BAC and the Supply officer.

Excerpts from the Revised IRR for your guide.
Section 12. Functions of the BAC
12.1. The BAC shall have the following functions: (a) advertise and/or post the invitation to bid/request for expressions of interest; (b) conduct pre-procurement and pre-bid conferences; (c) determine the eligibility of prospective bidders; (d) receive bids; (e)conduct the evaluation of bids; (f) undertake post-qualification proceedings; (g)resolve motions for reconsideration; (h) recommend award of contracts to the Head of the Procuring Entity or his duly authorized representative: (i) recommend the imposition of sanctions in accordance with Rule XXIII; (j) recommend to the Head of the Procuring Entity the use of Alternative Methods of Procurement as provided for in Rule XVI hereof; and (k) perform such other related functions as may be necessary, including the creation of a Technical Working Group (TWG) from a pool of technical, financial, and/or legal experts to assist in the procurement process, particularly in the eligibility screening, evaluation of bids, and post-qualification.

Section 14. BAC Secretariat
14.1. The Head of the Procuring Entity shall create a Secretariat which will serve as the
main support unit of the BAC. An existing organic office within the procuring entity may also be designated to serve as Secretariat. However, to strengthen and promote the professionalization of the organizations’ procuring unit, the Head of the Procuring Entity may create procurement units that may serve concurrently as BAC Secretariat in accordance with the guidelines issued by DBM. The Secretariat shall have the following functions and responsibilities:
a) Provide administrative support to the BAC;
b) Organize and make all necessary arrangements for BAC meetings and conferences;
c) Prepare minutes of meetings and resolutions of the BAC;
d) Take custody of procurement documents and other records;
e) Manage the sale and distribution of Bidding Documents to interested bidders;
f) Advertise and/or post bidding opportunities, including Bidding Documents, and notices of awards;
g) Assist in managing the procurement processes;
h) Monitor procurement activities and milestones for proper reporting to relevant
agencies when required;
i) Consolidate PPMPs from various units of the procuring entity to make them available for review as indicated in Section 7 of this IRR; and
j) Act as the central channel of communications for the BAC with end users, PMOs, other units of the line agency, other government agencies, providers of goods, infrastructure projects, and consulting services, observers, and the general public.

It is actually very simple to be debated with. Purchase Request forms shall come (and be processed) from the Procurement Unit (hence Supply Officer). Once it enters the procurement process (i.e. advertisement for bidding or alternative methods) it shall be under the BAC Secretariat's custody. The BAC Secretariat shall also take custody of bid documents and collected canvass until an award is issued. After the award, it should already be endorsed to the PMO or the Procurement Unit (hence Supply Officer).

The functions of the BAC is already enumerated above. For the duties and function of the Supply Officer, please refer to your Human Resource or Personnel Office. Smile

one more thing pala sir..is it also depends upon the organization??kasi sa ibang organization ata BAC na lahat.na duties na lng ng supply officer is to receive and issue supplies and other materials??TY

To be certain you have to verify the Job Description of the Supply Officer in your agency, but for NGAs,SUCs, GFIs,and GOCCs the DBM has issued guidelines, try this LINK for complete details. bounce
