Contract Implementation and Guidelines for Consulting Services

We already have guidelines for Goods and Infra regarding contract implementation, termination and liquidated damages but none has been set for Consulting Services. On Annex F (IRR), the GPPB shall issue "manuals" for this (but I have not seen one yet).

If the Consultant failed to deliver the necessary services required from them, can we still (1)forfeit Performance Security
and (2) impose Liquidated Damages in the same manner as those in the Goods and Infra? If yes, what would be the legal basis. Smile
