Awarding of projects

Good day to all! Please rescue me again. Nagconduct po kami ng bidding, per lot po ang project (e.g LOT A: School1, School2, School3), pagdating po ng SARO School1 lang po ang may allotment. Are we going to award Lot A containing School1, School2 and School3? Please guide us.

You may need to withheld the issuance of Notice of Award until the receipt of SARO/ABM or upon actual cash transfer (for GOCCs/LGUs). Please read DBM Circular Letter 2010-9 Smile

Forwarded na po sa office ang SARO kaso alloted for school1 only under Lot A. We are about to award school1 only and our bases for the bid amount is the Detailed Estimates(per school) submitted by the winning bidder. Are we following the correct procedure? Please guide us some procedures, if any.

Yes, you are allowed to do that provided that it was clear from the beginning that the bidding was under 3-individual and separate lots. In that case, you will have to wait for the SARO/ABM of the others before you award them. Smile

Actually po there are 7 lots in the bidding where each lot has 3 & 4 schools. During the bid opening, it was clarified that the awarding shall be per lot and not per school. With your advice, ibig sabihin po ba hindi pa namin i-award ang project for school1 under Lot A until the SARO of School2 and school3 (na kasama sa Lot A) will be forwarded to our office?

Since there are 3 items in a Lot (School1, School2, Schoo3) and since awarding is on a per Lot basis, but SARO has been issued to only one of the items (School1) in the Lot, the procuring entity cannot make an award yet until it has received the SARO (obligational authority) for the two other items in the same Lot. The Chief Accountant cannot issue the required Certificate of Availability of Fund (CAF) which is a mandatory requirement for the signing of contract. Otherwise, a contract signed without the CAF will be considered null and void.

I see. In that case you can only award per lot if all of its components (school 1, 2 , 3 etc.) are complete with obligational authorities as RDV mentioned. Should you learn beforehand that the issuance of SARO is by school, you should have grouped the lots as 1-is-to1 basis (ie. 1 lot per school) so that award can be issued without waiting for the others.

But since it was a different scenario there, just complete a Lot before award. Smile
