Good day, too, stephen.
The "closing date" being referred to in that particular section of the IRR you quoted refers to the bid closing date. However, up to this time, electronic bid submission through the PhilGEPS is still not possible. Hopefully, it will be implemented before the year ends. In the meantime, we have to make do with manual bid submission.

If a bidder submitted a list on completed, ongoing projects similar in nature, but did not include the necessary attachments to check those on the list, can the BAC disqualify the bidder?

Excerpts from the "Statement of Compliance" of the PBDs, which is self explanatory.

A statement that is not supported by evidence or is subsequently found to be contradicted by the evidence presented will render the Bid under evaluation liable for rejection. A statement either in the Bidders statement of compliance or the supporting evidence that is found to be false either during Bid evaluation, post-qualification or the execution of the Contract may be regarded as fraudulent and render the Bidder or supplier liable for prosecution subject to the provisions of ITB Clause 3.1(a)(ii) and/or GCC Clause 2.1(a)(ii).

What about if the Bidder did not include all completed contracts, Can the BAC disqualify the Bidder? on what ground?

If the bidder did not submit a statement of on-going and completed government and private contracts (relevant) with its attachments or proofs as indicated in the ITB, then they should be rated FAILED. Reason: they failed the non-discretionary eligibility check.
