difference between business permit & mayor's permit

Section 23. Eligibility Requirements for the Procurement of Goods and
Infrastructure Projects
ii) Mayor’s permit issued by the city or municipality where the principal
place of business of the prospective bidder is located.
are these two permits different from one to the other? which is which?

Their is no difference between the two. The Mayors permit is the business permit that you need, aside from other documents, of course, in order to transact business with a government entity.
