yes po, pwede po humingi ang Supplier ng copy ng minutes of Pre-Bid Conference kahit hindi po siya nag attend.

excerpts from Revised IRR:
22.3. The pre-bid conference shall discuss, among other things, the eligibility requirements
and the technical and financial components of the contract to be bid. Attendance of
the bidders shall not be mandatory
. However, at the option of the Procuring Entity,
only those who have purchased the Bidding Documents shall be allowed to
participate in the pre-bid conference and raise or submit written queries or
clarifications.(a)

22.4. The minutes of the pre-bid conference shall be recorded and made available to all
participants not later than three (3) calendar days
after the pre-bid conference. Any
statement made at the pre-bid conference shall not modify the terms of the Bidding
Documents, unless such statement is specifically identified in writing as an
amendment thereto and issued as a Supplemental/Bid Bulletin.(a)

... we opted that the bidders who have purchased the bidding documents shall be allowed to participate in the pre-bid conference.. and the supplier who is asking a copy of the minutes did not purchase the bidding docs...

yes, "the bidders who have purchased the bidding documents shall be allowed to participate in the pre-bid conference", this means that those who did not buy bid docs can't be entertained for any queries during pre bid only, but they can sit-in. a copy of minutes is not part of any bidding documents. in our LGU all requested copies are for sale for a reasonable price (eg. certifications, minutes, other BAC files) as needed by the supplier (must be paid at Treasurer's office) to be added as trust fund for BAC use. in my opinion, the suppliers can request a copy of minutes even if they did not purchase any bidding documents, bidding documents are still available to suppliers until the day of bidding. The copies of the minutes should be available but do not make them available for free. Charge them for the copies of the minutes that you will make available to them, even if they did not buy bid docs yet.

The copies of the minutes should be available but do not make them available for free. Charge them for the copies of the minutes that you will make available to them, even if they did not buy bid docs yet.

Just enough to recover the cost. Usually it is equivalent to cost of certified copies (P50.00/page) but you can have it P10.00 or P20.00/page depending on your assessment. Smile

Hmmm excuse me po, pero are you insinuating Maam Bhabes that only those who have already purchased the bidding docs are allowed to information? Especially information that can only be gleaned from the Minutes of the Pre-Bid? The Pre-Bid that your committee opted to be exclusively for buyers? Where then, we poor souls could get an information to help us determine whether we stand a fair competitive chance in joining the bidding of the project, unless we shell out say 30000 for the bid docs? And if it turned out that there was an information in the Minutes that makes us highly improbable to be the winner, shall we just say goodbye to our 30000, which could had been the salary of three personnel for one month?

The invitation to Bid usually have this clause "Interested bidders may obtain further information from ................ and inspect the Bidding Documents at the address given below from....."

Your agency Maam Bhabes will not suffer by issuing copies of the minutes of the Pre-Bid. Go ahead and make us pay for it, just let us have a copy.

On a side note, the Main Office of the DPWH more often than not, publish their Minutes for everybody to see.

To cover up your costs for the production of the copies, you may even charge higher than that, say if it is 30 pages or more. But, unless the proceed goes to your own snack funds, you need not charge higher than your costs. Your agency does not need that additional fund anyway, does it? Shocked
