Posting of REIMBURSEMENTS on the PhilGEPS

Please see the earlier discussion on REIMBURSEMENTS under "Alternative Methods of Procurement".

Upon the suggestion of "dlsn", i agree this have to be posted separately as another topic. The issue whether the REIMBURSEMENT "should" be posted is still contestable. In the earlier version of PhilGEPS up to first quarter of 2007, we exercised the posting of reimbursements based on the fact that all procurements "must" be posted. Arguments followed weeks during the 2nd quarter 2007 on our BAC meetings and the BAC decided to stop the posting of reimbursements on the PhilGEPS because of the very reason mentioned by dlsn (ex post facto procurement) and thru some consultation with other LGU procurement offices. But here again, after our recent update seminar on RA 9184, the opinion (i presume) of posting every procurement in the PhilGEPS is mandatory.

Can we answer the question in a straightforward manner? Whether or not to post reimbursements in the PhilGEPS?

POSTING IN THE PHILGEPS

I assure you that the posting requirement in the PhilGEPS (for
information purposes only), which i clarified with your group during
the latest update seminar requested by the Municipality of Bacoor,
Cavite, as still necessary (for procurements brought about by
unforeseen contingency under Sec. 52(a) was not only my personal opinion.

The posting requirement under Sec. 21.2.3 of IRR-A, and it is not
limited to the PhilGEPS alone, is still necessary as provided under
Sec 54.2.h, but the period of posting may be waived. It is also reiterated
in the LGU Procurement Manual, Volume 2, page 72.

In other words, posting is required but NOT for the REIMBURSEMENT,
but for the PROCUREMENT thru Shopping under Sec. 52(a).

Good day,
I would like to refer some cases/transaction on procurement in our LGU
where in repair and maintenance of government facilities i.e.for materials are usually on reimbursement basis because this are contingencies or emergency procurements will this violate the law on procurement particularly RA 9184?
