Tax Clearance Certificate

Good afternoon. Is there anyone knew whether it is valid to accept a photostat of Tax Clearance Certificate instead of the original?

A notice was served in a Friday to an LCB giving informing him as the lowest calculated bidder and was required to submit, among others, the Tax Clearance Certificate within three(3) calendar days. The three (3) day period ended the following Monday. And, instead of submitting the original copy of the TCC, he submitted a copy of the fax copy of the TCC.

A photocopy of a Tax Clearance Certificate should be sufficient. What the BAC should do during post-qualification is to include the submitted copy of the TCC in its validation and verification process. You can inspect the original copy during the period of post-qualification.

If every procuring entity will be requiring for the original copy of the TCC, then a bidder can longer participate in other bidding activities of the same procuring entity or of other procuring entities because the bidder has only one original copy. Therefore, a photocopy would be sufficient. The photocopy would also be covered by one of the statements in the Omnibus Sworn Statement of the bidder that all documents submitted are true and correct.

gud pm. still on tax clearance certificate. one of our bidders asked if it is enough to submit the copy of bir OR when he paid for the tcc. he claimed that he paid sometime in february but have not yet received the certificate. is this acceptable? thank you.

The bidder paid for the TCC, but no TCC was issued (as yet.). It should not be acceptable because what is required in the tax clearance certificate itself.

May I share opinion, substituting another document other than what is required is not in order, hence not acceptable bounce
