Bid with Options/Multiple Options

Hi!

I'm new to this forum. My question is:

We are bidding for the Supply and delivery of 6 units photocopier.

A qualified bidder (Bidder A) submitted his bid (financial envelope) this way -

Option 1 - P341,988 (6 units heavy duty photocopier)
Option 2 - P377,777.00 (6 units heavy duty photocopier with free multimedia projector)
Option 3 - P262,500.00 (6 units multifunction photocopier)
Option 4 - 378,282.00 (6 units multifunction photocopier with free digital duplicator, multi
media projector)
Option 5 - P367,500.00 (6 units multifunction photocopier with free multi media projector)

Bidder B submitted his bid this way - 6 units photocopier (free cabinet, developer, toner, platen cover) = P304,800.00

Now Bidder B is protesting saying that a bid with options or with multiple options is considered an alternative bid and should be rejected.

GPPB, is Bidder correct B? I can't find anything to support his contention. Maybe I'm not looking hard enough but if you can just point me in the right direction, I would really appreciate it. Thank you.

Since it is Public Bidding, Bidder B is correct. Please check your Instruction to Bidders ITB Clause 14:

Alternative Bids shall be rejected. For this purpose, alternative bid is an offer made by a Bidder in addition or as a substitute to its original bid which may be included as part of its original bid or submitted separately therewith for purposes of bidding. A bid with options is considered an alternative bid regardless of whether said bid proposal is contained in a single envelope or submitted in two (2) or more separate bid envelopes.
