Replacement of key personnel
Scenario : Result of PQ shows that the equipment pledge by the LCB were pledged to one(1) of its on-going project
Hence, the LCB was notified being PDQ. The LCB , thereafter requested for reconsideration with the information that
they would replace the mentioned equipment and considering that the ongoing project is already 75 % complete
Question: Can the BAC reconsider the LCB?

You may refer to the 'equipment utilization schedule' (EQS) of the on-going project if the implementation under the new one if it is really conflicting.
No document(s), other than PQ documents prescribed in the bidding documents, shall be submitted for the purpose of improving one's bid.

That Is what I opined. evaluation and Post qualification is based on documents submitted during the bidding and no additional documents must be allowed coz that would tantamount to improvement of the bid.
