Is E.O. 423 can be superseded by a Department Memorandum with regrads to signing authority

Gud day, please enlighten us which one should prevail with regards to signing authority specifically section 2 of EO 423 against a Department Memorandum dated March 2011 directing their sub agency that all Contract emanate from Public Bidding as mode of procurement shall be subject to their review, evaluation and approval

as far as i understand, EO 423 sect 2 and Department memorandum is of no contrast to each other, it only further elaborates the task and give full and decentralized authority to the heads of agency to approve such contracts. the memo directing the sub agency to review, evaluate and approve the contracts is also giving the heads of such sub agency a full authority over their own procurement just what the eo423 gave to heads of every department.
