foreign travel as post-qualification activity

Good day!

Need your comments on this one. the BAC of a line agency conducted post-qualification of a company based in Europe. The BAC was able to secure necessary approval to conduct such activity. In their attemp to reimburse certain expenses incurred in their travel, the committee has been informed that they are not qualified since the matter should have been treated under standard foreign travel arrangement of the agency and not under BAC related travel (post-qua). They (the BAC) is claiming that expenses should be charged in the proceeds of the bid documents.

1. Are they really not entitled to reimburse such expenses?
2. Are they really entitled to charge such expenses in the proceeds of the bid documents?

1. They can reimburse expenses whenever there is official business and prior documentations (and approval) from their respective heads. Usual accounting and auditing procedures apply.

2. No. Proceeds from collection of bidding document fees shall only be used for the sole purpose of payment of honoraria (DBM Budget Circular 2004-5a and 2007-3).
