Annual Procurement Plan: How important it is?

Our APP for 2011 is not yet ready as of today..We are in the broadcast industry and one of our transmitter bogged down and we need to purchase electronic parts amounting to Php150,000.00. We posted it in the PHILGEPS (request for Quotation). Our procurement Office did not inform the BAC, and the now the chairman of the BAC is questioning the transaction...

It would be a 'major-major' sin not to have an APP prior to any procurement as it is a direct violation of Sec.7.2 "No procurement shall be undertaken unless it is in accordance with the approve Annual Procurement Plan of the agency x x x"

The ABC, method of procurement and other details necessary for the procurement to proceed is practically in the APP so there is a big question how procurement could be processed particularly without any approval from the HOPE. Smile

Sir, rdomingo11's agency and mine have the same problem. If the procurement process has already started can we still correct this problem? If yes, then how?
A member of the BAC from another agency told me that this problem can still be corrected by making a supplemental procurement Plan signed by the HOPE and approved by the COA. How true is this?

Your help is greatly needed...

Of course at some extents, malpractice can be corrected or cured. But it should not leave us always at that situation.

When RA 9184 came as law, Procurement Planning is emphasized and made all past "reactive" systems of procurement into a "proactive" one. So planning really makes procurement reform act like a heart beat. It tells us the rhythm and timing of every pulse, and most importantly keeping us alive. There is always risk in introducing 'electric shock' on patients that already flatlined. Such methaphorical statements illustrates how procurement reform must work with procurement planning.

As to the cures such as supplementary procurement plans, we should distinguish:

Supplemental APPs are referred to Supplemental Budget over and above the original budget;

Amendatory APPs are referred to re-alignments, amendments and other changes as to mode of procurement and description without actually adding or removing budget as originally approved. Smile
