not really yet...he was on leave but maybe when she came back from leave he did signed the PO anti dated?

if he is on leave, which based on records is official, then he cannot sign the P.O., in cases such like this, there is a designated OIC who is the officer authorize to sign during a particular date when the HOPE is on "official" leave.

the PO become valid if there is no question to the contrary and not being seen by COA in audit, however if such PO become a legal question later on in succeeding days or years then its a big legal battle.

It is deemed valid unless declared otherwise by a competent court. We can always presume regularity in the case even if the date of signing coincided with the date that he was on leave.

It will depend on the specific directives of the HOPE. I suppose a memo was issued designating the officer in charge. There are situation which limits the approving authority delegated to the OIC, maybe the signing of the PO is not one of them. bounce

It depends. If the HOPE is on leave for a short period of time, the signing of the Purchase Contract is not one of the signing authority assigned to the OIC. It is only when the HOPE leaves for a long period of time that a higher authority designates an Officer-In-charge in order not to disrupt the normal operation of the office.
