If done right, it may take 3-4 months. Yet Design and Build is just a scheme. It is still an infra project mixed with certain consultancy. You still have to pass the requirements/conditions on the use of D&B.
A (personally) recommended option is to procure for consulting services first (which may take up to 4-5 months) with the design as the deliverable and then procure as infra project later by contract (which may take 2-3 months).

Yes Sir that is really the simplest procedure, but the management want to try the D&B approach which they want to use as template for the other project...

On the contrary, I think the consulting+infra scheme is simpler than the design and build scheme. Plus, the Procuring Entity has greater options in the implementation. Later on after the structure has been constructed, other portion of works can be done "by administration".
D&B is shall I say the fastest way to expedite procurement proceedings that is why one of the qualifying reasons is when tit involves flagship projects but it is not necessarily simpler and not at all cases most advantageous to the GOP.

that's what i mean Sir. the Consulting service then have the infra project bidded out separately is much simpler. Anybody here have done the Design & Build approach?
