Manual for Barangays

Some of our Barangays need to be enhance in the use of the Sample Forms as well as the provisions of RA 9184 and unfortunately some of them perhaps most of them are not register in the PHILGEPS ....maybe in is time to make manuals that they can understand much considering that they are used in transacting in the Filipino dialect ....

I share with your sentiment because I also suggest that there should be a special training design exclusive for barangay officials with longer days focusing more on step by step procedures in actual bidding and preparation of bidding documents and different Bac Resolutions among others.

This one is a tough challenge for the GPPB-TSO. While some barangay officials are in 'nosebleed' in understanding English, our experts may also be in the same 'nosebleed' situation in translating the law in local dialects. Smile

Maybe the GPPB-TSO should consider to add two professionals from the barangay that is of good reputations and knowledgeable of the RA 9184 to be a member of the BAC for barangay to assist the other members of the BAC

I suggest that to help the barangay officials in the compliance and implementation of RA 9184 the GPPB-TSO should accredit at least 2 officials as Trainors on RA 9184 from every Cities and Municipalities so that these officials will be the one who train and to be consulted by Barangay Officials in the procurement process.
