Clarification on whether Cellphone and Refrigerator can be considered as ordinary/regular equipment for Accounting and Budget Office?

I just like to ask a clarification on whether a Cellphone and a Refrigerator to be procured by Accounting and Budget Office can be considered as ordinary/regular equipments as provided under Sec. 52.1(b) of IRR RA. 9184 , Shopping Mode.

cellphone will be considered ordinary if there is no landline or a telecomunication company is not available in the area. Refrigerator are considered ordinary.

Sec. 52.2 of IRR RA no. 9184 only emphasize the phrase ordinary or regular office supplies, I suggest that there will be a GPPB Resolution that will emphasize the phrase ordinary or regular equipment to guide us in determining what are the items covered by this phrase.

I would like to clarify that Section 52.2 specifically mentioned only "ordinary or regular office supplies" and it did not include the equipment because this section pertains only to those "ordinary or regular office supplies" which depending on the procuring entity's mandate and nature of operations, are necessary in the transactions of its official businesses, and consumed in the day-to-day operations of said procuring entity.

But I also agree with you that the GPPB should really issue a guideline that would determine the equipments that would fall under Section 52.1 xxx readily available of-the-shelf goods or ordinary/regular equipment xxx because a cellular phone is a personal necessity and not for the office's use that everyone can use.
