I think it depend Sir RDV with your target participants,

For newbies, I suggest the following:

1. Introduction to RA 9184 and IRR-A
2. Organizational Set-up in Government Procurement
3. Step by Step discussion on the procurement process (Workshop would be nice)
4. Open Forum

For intermediate to advanced RA 9184 Practitioners:

1. Updates on RA 9184
2. Open Forum

Thank you, venom. For newbies, those topics are always included. The workshop is sometimes optional, depending on the number of days of the training, but I agree with you that workshops are very important.

Once the one IRR is out, hopefully, lot later than this coming July, a roll-out will follow. So, definitely, training programs will include the new IRR as well as any other updates necessary. Open Forum is always an integral and very important part of the training program.

In the order I think is from the most important:

1. The BAC Structure, Secretariat, and TWG Functions
Reason: This is very basic. We know what RA.9184 is all about and we know that this is primarily implemented by these three entities. It would be better to emphasize the functions - who will do this and that. Only when these three knew beforehand where they stand can they function both independently and cooperatively as a whole.

2. To bid or not to bid - that is the question
Reason: Although this may have seemed so awkward, a lot of people thought bidding is the alternative, rather than the general rule. It should be emphasized that it is the other way around. Actually, as I have mentioned in my posts, you can't go wrong with public bidding. It's just like Bernoulli equation (in Hydraulics) or Principle of Virtual Work (Structural Mechanics). You can always write everything down, and afterwards you will see the equation simplifies into single term equations. Just like in public bidding. It is always safe to take it as competitive bidding. In the end, when there are no other suppliers who can participate, and you knew later that the item to be bid is only being supplied or manufactured by that supplier/manufacturer, then you could simplify bidding later as direct contracting (that is if you did not intentionally knew that it could be resorted to direct contracting).

3. The Philippine Bidding Documents
Reason: We knew RA.9184. We read its IRR. We make use of Bidding Documents. But still a lot of procurement agencies, especially LGUs knew a little about Philippine Bidding Documents. This topic must be introduced so as to completely standardize forms and procedures where and when the BAC, the Secretariat, and TWG failed to realize. And if PBDs were only as uniform as elementary textbooks, the bidder who bought such documents can point out irregularities, whether intentional or not, on simple basis of reading it.

4. A live, on-the-spot workshop
Reason: To sum up it all, I believe that if no "actual bidding" may be possible to incorporate with the procurement training (but I still thought that would be more educational to do it on actual bidding proceedings), a simulated bidding may be more timely than ever. Make dummy bidding documents for each of goods, civil works, and consulting services. If time allows, we could outright see the strengths and weaknesses of the BAC, Secretariat, and TWG in conducting the procurement process.

At the end of the day, a fellowship dinner with the entire cast (of the training) will make everything more of a bonding event rather than a classroom discussion. But of course funding is another thing. Very Happy

Sir RDV,
1. Updates on the LGU Procurement Manual or perhaps the NEW One IRR
Because of the the so many revisions/updates of RA 9184 , which is which and it shuld harmonize the interpretations in RA 7160.
2. BAC Organization Structures
most of the the implementors I guess will be from the LGU level
please clearly defined each responsibilities and emphasized the role of each unit
3. Alternative Modes of Procurement
Emphasis on the Use of Shopping , each requirements because some are abusing this mode of procurement with the high ceiling on this particular item Smile

We don't normally include PhilGEPS because it is better that it is done hands-on. PhilGEPS itself is doing the hands-on training for a day, particularly if you are in Metro Man'ila.

Thats the problem for us in the province, I for one have not attended this seminar on how to use the PHILGEPS,even though no actual hands-on, I manage to read their users guide manual, maybe they(PHILGEPS) should made them freely available for download. Thanks Sir RDV Smile

Pareho tayo sunriser, we are both from "way down south". I for one is groping in the dark, but i am learning really fast. thanks to the people from this forum like, RDV,engrjhez, shobe, venom, mikel, you, and the rest! It always make my day.

I hope somebody, from the DPWH shall enter into this haven, so we can hear insights from them espescially on infrastructure contracts and implementations, di ba engrjhez? bounce

tOPIC 1. pREPARATION of ABC for infrastructures (Civil works,ESAO,Right of-way) for LGU's.

Reason 1. Not all LGU's are technically equipped in program preparations, contract implementations, quality assurance controls and other Civil Works.

I think this is an internal (Civil Engineering) matter. Nevertheless, the GPPB already issued primers on Value Engineering in their website to guide and safeguard the government from malicious estimating practices. While the ABC is related to the matter, i think the root of that problem is leading to the profession itself. Embarassed

Mahina na ba talaga ang kalidad ng Engineering practice dito sa atin?
