Are Furniture and Fixture such as Tables, Chairs and Curtains can be considered Ordinary/regular equipment under Sec. 52.1(b) of IRR 9184?

Can we procure the Tables, Chairs and Curtains by adopting the Shopping Mode as Alternative Mode of Procurement under Sec. 52.1(b) of IRR RA no. 9184 ? Thank You.

I think Small Value Procurement is more appropriate mode of procurement.
