PhilGeps website malfunction.

Sir in case we cannot access the PhilGeps web site,which from time to time happens with us, and because of its mandatory nature of posting it in philgeps as provided for by law(R.A.9184) what is the mandatory rule on this besides calling PhilGeps directly on its hotline and writing the PhilGeps through E-mail about the problem. Do we have to wait for a formal answer from philgeps before we just post it in a conspicous place in the LGU, or we can just post it in a conspicous place in our LGU right away without waiting for the formal answer from PhilGeps in order not to delay any posting requirements as provided for by law ?

just keep a log book if ever PHILGEPS account is not available just record the day and time or print the Web page and keep copy for future reference

or you could contact philgeps and request to issue a certificate that the website was down

I think that is impractical because it cause delay on the procurement process, we cannot expect the philgeps to act on your request promptly.

What I did in our case is that I informed our state auditor that posting in the PHILGEPS is temporarily unavailable so that they will not look anymore for PHILGEPS tracking record during post audit.
