Procurement of various construction materials per item basis.

Does a price determination still allowed for RFQ, hence suppliers intend to bid cannot provide all the needed construction materials programmed in a certain project?

If the your agency clearly indicated on their bidding documents that partial bids are allowed, and is further strengthen by the PhilGEPS posting as to per lot or per line item bidding,the default rule is that "bids must be complete

Thanks a lot sir for your comments! hope this could help the BAC member of our office since mostly of our projects has different scope of items wherein the needed various materials programmed are not all available in the locality.

Instead of "line items" you may consider "lot" or group items. Ex. group all concreting materials, steel reinforcements, masonry, plumbing, electrical, etc. from each other so it may be possible to maximize participation of suppliers. Smile
