Posting of Opportunities @ PhilGEPS

My apologies if this is not the appropriate venue, but here goes:

Does the IRR-A of GPRL state who is responsible (and accountable) for the posting of opportunities/BNAs @ the PhilGEPS web portal?

This recent observation calls for my query:

"Icom IC-V8 with complete accessories" was posted in the Category "General Merchandize" lumped with other Goods like "hardware matls, motorcycles, office supplies, laptops, snacks, inorganic fertilizers, feeds, etc."

Putting aside the brand preference (though it's clearly not allowed), can procuring entities do this (lumped posting) even if there are appropriate categories for the 2-way radio transceivers (Communication Eqpt or Communication Eqpt, Parts & Accessories)?

It is generally the responsibility of the procuring entity, having designated the responsible person who will post in the PhilGEPS. Maybe the poster was not properly guided on the correct category under which a procurement opportunity needs to be posted. To avoid the situation you have experienced, proper guidance or assistance should be provided the poster so that the same situation is avoided in the future. It is definitely not the responsibility of the PhilGEPS if posting was done incorrectly.

This may either be intentional or not on the side of procuring entity. For intentional, this may be done to minimize interested suppliers as they are looking in the "wrong" category. For non-intentional, this may be because of lack of familiarity with the G-EPS or plain laziness to explore the categories.

As to your question, the "buyer" may put anything and place it anywhere in the G-EPS. But as RDV pointed out, the PhiGEPS team is not responsible for the content (especially the errors) in the advertisement being made by the Procurement Agency. You should call the attention of "buyer coordinator" assigned to that agency. Very Happy

21.2. Advertising and Posting of the Invitation to Apply for Eligibility and to Bid

21.2.1. Except as otherwise provided in Sections 21.2.3 and 21.2.4 of this IRR-A and for the procurement of common-use goods and supplies, the Invitation to Apply for Eligibility and to Bid shall be:

a) Advertised at least once in one (1) newspaper of general nationwide circulation which has been regularly published for at least two (2) years before the date of issue of the advertisement;

b) Posted continuously in the website of the procuring entity concerned, if available, the website of the procuring entity’s service provider, if any, as provided in Section 8 of this IRR-A, and the G-EPS for seven (7) calendar
days starting on date of advertisement, if applicable; and

c) Posted at any conspicuous place reserved for this purpose in the premises of the procuring entity concerned for seven (7) calendar days,

Yeah, right, but newspaper advertisement is mandatory only if ABC is above P2M for GOODS, above P5M of Infra, and above P1M and/or contract duration is more than 4 monts for consulting services.

I did generalized the situation presented, because posting in Philgeps portal is restrictive, meaning only Bidders who are PHILGEPS registered can access the bidding opportunities not unike posting in the newspaper, or maybe the website of the procuring entity if available and lastly in conspicuous place reserved for this purpose in the premises of the procuring entity, were the access to information can be readily available and besides the posibility to commit or make mistake in preparing those Bid opportunities is remote. (ex. posting of the generic classification from "General merchandize" to more appropriate account " Communication Equipment" could have been avoided, and lastly those predetermined selectable "Field" is not available if the posting was made in the newspaper of general circulation). However, if bidders wish to seek assistance for the procurement bidding opportunities available to them, the BAC Secretariat would always be of help. bounce Peace
