Approved Budget for the Contract compared detailed estimates

Good day... as a member of bac - twg, our concern is with regards to the design & build of the project;
pg.131 Detailed engineering requirements; " upon approval of the design & build contract, the winning bidder shall be responsible for the preparation & submission of all necessary detailed engineering investigations, surveys and designs in accordance with the provision of annex "A" of the IRR [(with the exception of the bidding documents and the ABC).
- hindi po kaya mag conflict ang amount ng ABC (as bidded) sa detailed estimate? kasi yong detailed estimates ng preliminary design ay in lump sum method, pano kapag nakita sa review na ang amount sa ABC ay sobra ang taas kumpara sa detailed estimates base sa plano ng particular scope of work?

- hindi na po ba mababago ang ABC? ito po ba interpretation ng "with the exception of the bidding docs & ABC"?

- ano po ba ang magagawa ng twg kapag nakita nilang over pricing ang program of works para maabot lang ang amount sa ABC na naipost?

Just report this to the BAC and let them decide through a resolution.

If I may share my opinion on this sir. . .

There will be no impact on ABC if the bidder offered very advantageous price tender. That's is why your office opted to have this project bidded through "Build and Design" becasue you lack Engineers to do the detailed Engineering works. (Lump sum costing is normal in this type of procurement.) The ABC will serve only as the limit of bid. Whether the bidder submitted 50% lower than the ABC it doesnt matter.

As long as it doesnt go beyond the ABC, there's no problem with it.

The ABC once approved for bidding, cannot be changed. It doesn't need to, because evaluation will be concentrated merely on the bidders tender. The ABC just served as the reference or limit for price tender, other than that purpose. . no more.

The TWG is just tasked to check and verify the documents submitted by the bidder in assitance to the BAC. Sir Jovinal is correct. Any findings needs to be reported to the BAC but only on matters concerning the documents submitted not on auditing functions. If the price offe is 50% the ABC upon arithmetical and other checking, then just report it as responsive.
