YES, depending on the form of the Uniform/Clothing Allowance.

Under Item 7.1 of BC 2012-01, the U/CA may be granted in the following forms:

1. In the form of uniforms procured through a bidding process... (therefore, subject to RA 9184;

2. In the form of textile materials and cash to cover sewing/tailoring... (the procurement of textile materials will be subject to RA 9184)

3. In cash form... (not subject to RA 9184)

yup, the 30% will be subject to the RA#9184 as per item 7.1.2 of the guidelines. moreover the guidelines was dated February 23, 2012, unfortunately the U/CA was released first week of February without the benefit of the procurement law. bounce
