Generally, contracts should be completed within one (1) year only, whether that be contracts for the procurement of goods and services, infrastructure projects, or consulting services. The same is true for the procurement of janitorial and security services. In the latter case, while contract for these kind of services should be completed in one (1) year, those kind of services are normally of a continuing nature and it may not be cost-beneficial if a procuring entity would be conducting a competitive bidding and entering into a new contract every year.

Likewise, the funding source for a project or the Approve Budget for the Contract (ABC) is also appropriated for a period of one (1) year only. It cannot, therefore, be used to fund a contract that extends beyond a one-year period. The procuring entity will need a multi-year obligational authority for the purpose.

For infrastructure, the timeline of a certain project will depend on its scope of works. Normally, small projects can be programmed for even less than a year while most large projects can consume longer periods of time. There are cases where projects can go for two years or more.

From another view, the usual trend a project can be accomplished also have significant relationship with the total contract cost. As can be observed from small, medium, or large projects, the higher the cost, the more the scope of works, the longer period covered. Statistics, however, can show more accurate figures.
