PCAB License for Joint Ventures

Hi to all,

Just want to know if two or more contractors jointly submiting bid is required only to submit a duly notarized statements from all the potential joint venture stating that they will enter into and abide with the JVA in the instance that the bid is awarded to them or secure a JOINT LICENSE for acting in the capacity of such a JV. In the case of infra procurement, if two or more contractors are participating as potential joint ventures, if they don't have a JVA yet, a notarized statement of the members that they will enter into a JVA if awarded the contract is enough, but since it is an infra procurement they will have to submit also a Joint License issued by the PCAB in order to participate in the bidding process.

In other words, the JVA can be submitted after award, but the Joint License has to be submitted as part of the eligibility requirements.

thanks po sa reply, nagets ko na po. follow up query po: do you have any idea how long would it take to process a joint license? if ever, can the BAC accept the receipt as proof that the would be - joint venture members have already submitted documents for their license? please advise, thanks.

You may have to call-up the PCAB to find out. Receipt is not an acceptable proof. It is just an evidence that the contractor paid for the cost of securing one. It is not an evidence that a PCAB license was in fact issued. Submission of documents for the license is also not evidence nor could you say that a license will be issued. If a regular license could not yet be issued, PCAB issues a temporary license and it is acceptable for purposes of bidding. I just don't know if PCAB issued also a temporary license for joint ventures.

I agree to sir RVD, you have to apply Special New Consortium from PCAB if you are interested to join Infra Bidding, special license application of CONSORTIUM – a cooperative arrangement between licensed constructor(s) and non-constructor(s) to jointly perform a single specific undertaking/projects with the licensed constructor(s) as managing and operating partner(s) and others as financier(s) or any such other construction supportive role. check PCAB website download the form for the Application. http://pcametro.ph/pcab/pcab-license-form/

May I ask how long will it take to process Joint PCAB License or PCAB Consortium?
