Requirement for a PTRI Testing for procurement of textile and garments items

good day,

Can a procuring entity conduct a bid without the need for a certification from PTRI on compliance of the bidders on the specifications?

Like for example, the requirement is 100% Cotton, can the procuring entity without expertise and training on this item can conduct the testing without resorting to experts? like PTRI?

I heard that there is COA Rules prohibiting the above practice, that the evaluation must be conducted by a third party experts and not just by the TWG of the procuring Entity.

Hope somebody could enlighten me on this.
