PRICE LIST FOR COMMON-USE SUPPLIES

The GPPB has issued a APP for Common-Use Supplies & Equipment (CSE) for each regions which is also mandatory to be submitted to them. What if a particular supplies or equipment is not available at PS Depots & we choose to have them procure through Shopping to which we all know that Suppliers might quote higher than what the PS prices are, what price then should we put in the RFQ that will be posted in the PhilGEPS & issued to suppliers? thanks po sir/madam... Try to verify your agency approved APP for the current year 2012 and it will served as your guide.(n.b. The ABC for the supplies if it is originally included in the approved APP will be adopted and post the same in the PHILGEPS portal if applicable. ) bounce

To sunriser431 & Jovinal, our price in the APP is the price that the GPPB posted in their website for Common Use Supplies & Equipment (CSE), but how about if it will be procured through Shopping to which the price is much higher than the PS price. Is it acceptable that the ABC then to the RFQ is the price also which was indicated in the APP to which is PS (lower) price?

If those are not available from PS, you can procure them through other modes of procurement, such as Shopping, provided the conditions prescribed for those modes are present and recommended by the BAC and approved by the HOPE.

As to the ABC, you may adjust your ABC provided you also update your original APP (not the APP-CSE) to reflect the new mode of procurement which is no longer A2A and the new ABC.

Let us put the issue in its right perpective. We have three APP that we accomplished last year. APP CSE for 2011 and APP CSE for 2012 as required by DBM Circular 2011-06. These two APP's will be the basis of the PS for inventory projection, scheduling of procurement activities and overall management of the central procurement of common use goods.Aside from these two APP's, we submitted our regular Annual Procurement Plan for 2012 which is required under Section 7 of the IRR of RA 9184. This APP is what we invoke when we say. "No procurement shall be undertaken unless it is in accordance with the approved APP of the procuring entity". I hope I am clear up to this point. Now as to your first question, the Unit price that you have to use is definitely the one that you reflected in your regular Annual Procurement Plan and not the APP-CSE. I hope I hae made the issue clearer.

In this scenario, you may have to adjust your ABC and update your APP. bounce
