Section 37.2.3 provides what form part of the contract.

"37.2.3. The following documents shall form part of the contract:
a) Contract Agreement;
b) Bidding Documents;
c) Winning bidder’s bid, including the Eligibility requirements, Technical and
Financial Proposals, and all other documents/statements submitted;
d) Performance Security;
e) Credit line in accordance with the provisions of this IRR, if applicable;
f) Notice of Award of Contract; and
g) Other contract documents that may be required by existing laws and/or
the procuring entity concerned in the Bidding Documents, such as the construction schedule and S-curve, manpower schedule, construction methods, equipment utilization schedule, construction safety and health program approved by the Department of Labor and Employment, and PERT/CPM for infrastructure projects."

The PBDs provide the standard Contract Agreement form. The Bidding Documents also, which include the General Conditions of Contract and Special Conditions of Contract.

In other words, after public bidding, you do not prepare a new contract except the 2-page contract agreement form. The others are then attached to that form. That is already what your final contract should look like.

Very Happy Very Happy RDV, may i ask, scratch what comprises the Bidding Documents aside from the GCC & SCC you mentioned? Very Happy i know for a fact that contract plans and specifications for infra are also part of this documents. Are the Invitation to Bid, ITB, & BDS part of the Bidding Documents to be attached as integral parts of the Contract Agreement? Very Happy
