RE: Delete Button - In Preparation of Bid Notice Abstrat

excerpts from the GEPS Buyer and User Guide.
xxxx
1.2.5 - Delete a Bid Notice
This function allows the Buyer or Buyer Coordinator to delete bid notices that he/she has created. However, this is applicable only for bid notices with a status of “In-Preparation”.

1. Click the Title of the notice to view the Bid Notice Abstract of the bid notice to delete.(Please refer to 1.2.3 – View Bid Notice Abstract.)

2. At the Bid Notice Abstract page (see Figure 1.2.3.1), click the Delete button. A pop-up confirmation will appear (see Figure 1.2.5.1).

3. Click OK button to delete the bid notice. If the user decides to discontinue the deletion, he/she clicks Cancel and will be redirected to the My Bid Notices page (see Figure 1.2.1).

Sometime in 2009, I was able to download the manual and conducted a detailed and comprehensive readings. All the procedures in the manual, examples of the Templates, Figure# for reference has been carefully studied including the procedures. Later All notable inconsistensies has been noted and recorded in the manual for later reference.

Its now year 2012, One of the notable change I have notice is the "DELETE BUTTON KEY" its no longer available, it comes in handy for use if the "BID NOTICE ABSTRACT" had been cancelled. For now the only option available are " POST " " EDIT " and the "CANCEL" button key. The only logical reasons could be, if the person authorized to use the PHILGEPS portal in good faith everything will post no problem. But if the intention is otherwise it can be use to their advantage. Theres has been persistent rumors (but never confirmed nor denied ) right after the " BID NOTICE ABSTRACT " has been completed, it can be printed using the "PRINTABLE VERSION" for record purposes. Take note it can be later use for supporting documents to show that there was indeed actual posting and advertisement in the PHILGEPS portal. However in truth the " BID NOTICE ABSTACT " has been deleted and can no longer be found in the agency former opportunities. The improvement in the sytem are very much welcome, for those who wanted to delete their BID posting it can no longer be done.

I think the absence of "delete" option in notice creation reminds us of due diligence in making the notices. It also provides a way to count all notices without uncertainty as to possible deletion in the future.

There are a lot of changes that will happen very soon. Be prepared. Smile

You can find some previews in the PhilGEPS website. That includes the expanded supplier registry being piloted in preparation to e-bid submission. Smile
