Authentic copies of the original

Hello guys,

May i pose a query?

Should photocopies of eligibility documents, such as DTI, mayor's permit, PCAB license etc.., when used as part of bid docs be STAMPED "certified true copies of the original" or will it suffice that they are just copies of the original and let the TWG do their job in verifying that these copies are indeed authentic copies of the original, or better yet, will the BAC just rely on the statement made by the supplier/contractor in the Omnibus Sworn Statement that "each of the documents submitted in satisfaction of the bidding requirements is an authentic copy of the original, complete, and all statements and information provided therein are true and correct". ?

It is enough for the photocopies of the document to be submitted even without any stamp "certified true copy" but the BAC should ensure that documents are ascertained and verified as to correctness and accuracy of information submitted therein. It is the prime duty of BAC even if there exists TWG to assist them on verification.

The portion under the Omnibus Sworn Statement is not a guarantee that the documents are indeed correct. The main reason it is required to be sworn because any misrepresentation, concealment, or falsification thereat can be penalized to the full extend of the law. But it will not relieve the BAC of the liability if the veracity of the documents are undermined. Smile
