Procurement of Subscriptions Online

Has anyone ever experienced procurement of subscriptions online? There are journals online necessary to support our functions which are to be paid through credit cards only. How can we proceed with the procurement? It seems that the rules do not anticipate this kind of procurement. I am sure they are not going to give quotations, post performance security, sign written contracts.

May I have your view on this my colleagues in the government procurement profession?
