Approval of the PPMP, APP and BAC Resolution
Since the Program Holders/End-Users has already indicated their Mode of Procurements (Competitive or Alternative) and consolidated by the BAC/BAC-Secretariat through the APP, does the APP needs a BAC Resolution recommending the same to the HOPE?

The end-users indicate their preference for the mode of procurement in their PPMPs.
It is, however, the responsibility of the BAC, through the BAC Secretariat, to consolidate the PPMPs to the APP. In the consolidated APP, the mode of procurement as recommended by the BAC, may no longer be the preferred mode by the end-user (for a number of reasons). The APP then has to be approved by the HOPE, upon recommendation by the BAC. The BAC recommendation has to be in the form of a BAC Resolution.
Therefore, the answer to your question, engr ruel, is a definite YES.

Our is different, each department would prepare their own budget (fully supported with PPMPs) after deliverations for each Department Budget, the Governing Board would issue Board resolutions approving the respective department Budget. as for the BAC, their functions would be the implementation of the projects,( conduct biddings in accordance with GPRA.)

which in this case, maybe contrary to what RDV suggested, that the mode of procurement in the APP must have a BAC resolution.

Based on Corporate Operating Budget (COB) approved by the Board, the department departments will have to update their PPMPs, particularly if there were changes from the ones proposed. The BAC's responsibility is not only the "implementation" of the projects (which I suppose is to conduct procurement activities/bidding process), but should consolidate the various PPMPs into the APPs. It is the responsibility of the BAC also to recommend the mode of procurement, which should be indicated in the APP. As I posted earlier, the preferred mode of procurement by the end-users or department heads may not necessarily be the one recommended by the HOPE. In the case of GOCCs, the HOPE is the governing board, but normally it is the General Manager/CEO/President that is the approving authority.
